Synopsis
Dengue fever is a common viral infection caused by the mosquito Aedes Egypti, that is affecting children in the developing countries,. This species of mosquito is most frequently found in or near human habitations and prefers to feed on humans during the daytime. The mosquito may feed at any time during the day, especially indoors, in shady areas, or when it is overcast. Mosquito breeding sites include artificial water containers such as discarded tires, uncovered water storage barrels, buckets, septic tanks, flower vases or pots, cans, and cisterns. The emphasis for dengue prevention is on sustainable, community-based, integrated mosquito control. Given the fact that the mosquitoes tend to reproduce in artificial water containers in and around homes, mosquito control depends a great deal on the participation of the community at large to reduce mosquito habitat. Preventing an epidemic of the disease therefore requires a coordinated community effort to educate and increase awareness about dengue/DHF, how to recognize it, and how to control the mosquito that transmits it. Residents are responsible for keeping their yards and gardens free of sites where mosquitoes breed.
Hence, our role as engineers in charge of development
projects is on the improvement and sanitation of our environment, which can
protect the children from mosquito-bite exposures, and together, will reduce
the child mortality in our communities and in the world in general especially
in the Asean Region.

About the Speakers:
1. IR. JOHN CHEAH KAM LOONG - An engineering graduate of the Strathclyde University, Scotland. John a fellow of the Malaysian Institute of Engineers, is the principal of Cienco Consulting Engineers, Malaysia, and a Director of PNE PCB Berhad. He has served the Malaysian Government as a Civil Engineer for 20 years. First in the Drainage and Irrigation Department, Malacca, then the Ministry of Health, Kuala Lumpur as a Public Health Engineer (Malaria Eradication Program), and finally in the City Council of Johor Bahru as the Municipal Engineer. Since then, Ir. John has been practicing as a Consultant Civil Engineer for the past thirty years. John has served as a City Councilor of Johor Bahru City, also as the Chairman of the Local Goodwill and Relations Committee, Johor Bahru, and also as Chairman of the Board of Visitors to Sultanah Aminah Hospital, Johor Bahru. He is also currently serving as a member in the Liquor and Licensing Board of Johor Bahru. A Rotarian since 1975, John has served Rotary International as a District Governor in 90/91, and as a R.I. Training Leader in the year 1996, He has also served as area coordinator for Rotary International Foundation, R.I Membership & Development and R.I. New Generations. John is currently the Coordinator for R.I Water Resources for the year 2006/10.

The Eurocode relevant to Geotechnical Engineers is Eurocode 7 and the Malaysia National Annex to Eurocode 7 gives the Malaysia decisions for the Nationally Determined Parameters described in MS EN 1997-1:2011. The draft of the Malaysia National Annex has been posted on the IEM web portal for public comments since April 2011. As a continue effort, the road show via the form of workshop to this National Annex will be held in Kuala Lumpur, Penang, Kuching and Johor Bahru from 11 July to 18 July 2011. The vice-chairman of the CEN (Comité Européen de Normalisation) committee on Eurocode 7, Prof. Dr. Brian Simpson and the Chief Drafter of Malaysia National Annex, Ir. Tan Yang Kheng will be conducting the workshop. This workshop aims to explain the Principles and Application Rules given in Eurocode 7 and relevant National Annex, and discuss how they should be interpreted and applied, and illustrate the impact of the new code by practical hands-on calculations in worked examples.

About the Speakers
1. Prof. Brian Simpson, OBE, FREng, MA, PhD, FICE, Eur Ing, is a director of Ove Arup & Partners Ltd and a principal of Arup Geotechnics. Since the early 1980’s, he has been involved in the development of Eurocode 7 (Geotechnical Design), having been a member of its drafting panels and vice-chairman of the CEN (Comité Européen de Normalisation) committee on Eurocode 7. He was lead author of a Commentary on Eurocode 7 published by EMAP, and has recently published papers on European comparisons of retaining wall designs. He is the current chairman of the BSI committee on geotechnical codes, B/526, in which the topic of pile design is much under debate for the National Annex of Eurocode 7. He was awarded the OBE for services to the Development of Eurocode Design Standards in 2003. Prof Simpson presented the Rankine Lecture (British Geotechnical Society) in 1992. He has worked on a wide range of geotechnical and ground-structure interaction problems, with particular interests in numerical modelling, retaining structures and tunnels. Current project involvements include station foundations, excavations and tunnels, offshore projects and investigations of embankment, retaining wall and foundation failures. He is a Visiting Professor at City University and Special Professor at the University of Nottingham.
2. Ir. Tan Yang Kheng is a Consultant in Civil Engineering and Geotechnical Engineering. He is a Registered Professional Engineer of Malaysia and a Member of the Institution of Engineers Malaysia. Ir. Tan graduated in 1973 from the University of Malaya. He worked in JKR, Sarawak from 1973 to 1989 in a number of areas of civil engineering and structural works. In 1985, he studied in Imperial College, earning the M. Sc. (SM & FE) and Diploma of Imperial College. He spent another 4 years in JKR, taking duty as a geotechnical specialist in addition to his normal duties. In 1990, he left JKR to become an Operations Director of Pilecon Engineering Bhd. He was responsible for the design of the foundations for some of the high-rise buildings in Malaysia. He was also involved in the design and construction of a number of major road and civil engineering projects. He left Pilecon Engineering Bhd. in 1996. From August 1996 to date, he practices as a consulting engineer. Besides practicing as an engineer, he is active in professional development activities. He presented talks at IEM seminars and workshops. He also published technical papers in local and international symposia. He is the Chief Drafter in assisting IEM Geotechnical engineering Technical Division to prepare the Malaysia National Annex to Eurocode 7 Part 1.

reserved and the intended participant fails to attend the Workshop, the
fee is to be settled in full. If the participant failed to attend the
Workshop, the fee is not refundable. Registration fee includes lecture
notes and refreshment.
For

date given (12th July 2011, Tuesday). If payment is not received within
the stipulated time, the registration fee will be reverted to the normal
registration fee.

7. Discontinuation of Hardcopy Flyers Distribution to IEM (Southern Branch) Members Starting 1st Februay 2011
To all members of IEM (Southern Branch),
Please be informed that since 1 July 2010, Pos Malaysia has increased the postage fees of all
letters by 100%. This has inevitably resulted in additional administration costs which compound
the current financial burden of the Branch.
As such, during the IEM (Southern Branch)’s Executive Committee Meeting on 24 November
2010, the Executive Committee has decided to discontinue the distribution of hardcopy Flyers to
IEM(SB) members, via normal post. Effective 1st February 2011, all Flyers, notices etc.
will be transmitted to the members via electronic mail (e-mail).
This will also be in line with the current practice by IEM(HQ) as well as implementing Green
technology in all activities that IEM is conducting.
We kindly request you to fill up the Reply Slip below and to facsimile or to email it to IEM
(Southern Branch) Secretariat not later than 15 January 2011, for us to update
your particulars.

8. Formation of IEM (SB) Focus Discussion Groups On Issues Regarding Local
AuthoritySubmissions
To all Consulting Engineer members in IEM (Southern Branch),
It is a fact that almost all types of engineering works have to be submitted to local authorities to obtain their approvals for the implementation of these works. However, as more and more checklists and procedures are being implemented by the local authorities for these submissions, it is inevitable that our Consulting Engineer members may have faced some difficulties in their submissions due to reasons which unfortunately, do not comply with these checklists and procedures.
With this in mind, IEM (SB) has decided on the formation of Focus Discussion Groups, among our members who are Consulting Engineers, to highlight and discuss some of these issues pertaining to local authority submissions and approvals. It is the aspiration of IEM (SB) that at the end of these Focus Discussion Groups deliberations,that we can issue a formal memorandum to the respective local authority, to highlight these issues for their attention and joint resolution.
In order to start the ball rolling, we wish to request our Consulting Engineer members to list out their issues with any local authorities in the state of Johor by filling up the form below. The forms can be forwarded to IEM (SB) Secretariat Office, either via e-mail, facsimile or post, not later than 31 December 2010. After the Executive Committee has received the comments from the members, we will then organise a discussion session with the members, provided adequate feedback is obtained. In the event this exercise is successful, flyers will be issued to inform our members the details of the discussion session.
